Regrettably amateurish satire (with some sharp observations) serves as the feature film debut for Moore, who irritated many with "Roger & Me." Title refers to the military code name for a campaign to whip up anti-Canadian hysteria and justify a U.S. invasion of its neighbor to the north. Evil political advisor Pollak convinces well-meaning but inept President Alda that it's just the thing to get the presidential popularity up and those defense industries humming. Ugly Americans abound, at expense of polite Canadians, eh? Filmed in Toronto, which is shown to good advantage. Candy in one of last roles is the superpatriotic sheriff of Niagara Falls, New York.
