Charles Lang (Macy) is a luckless machinist struggling to survive in Depression-era Chicago. Lang invents a remarkable engine, that runs on water, and holds the promise of limitless, cheap power. To protect his invention he finds a seedy patent attorney (Mahoney), which leads to the sinister Oberman (Mantegna), a mysterious and powerful figure who wants Lang's invention--at any cost. Based on the play by David Mamet.
